It depends on how you want the graphic envelope and amp to respond to velocity. If you just mean that the amount of graphic envelope applied is velocity dependent, then this is one way (of many) to do it

Needs more modulations if I understand you right
use the midi2cv velocity to also modulate the pitch, the length of the env or the volume of the amp, or…
